<p>In response to Congress extending and expanding the <a href="http://www.nytimes.com/2009/11/06/opinion/06fri2.html?ref=opinion">unnecessary and expensive</a> homebuyer&#8217;s tax credit, the Tax Policy Center snarkily suggests a few &#8220;<a href="http://taxvox.taxpolicycenter.org/blog/_archives/2009/11/5/4372922.html">new tax credits</a>.&#8221;</p>
<p>A paper by three International Monetary Fund economists shows that &#8220;mortgage lenders who lobbied Congress more intensively earlier this decade <a href="http://blogs.wsj.com/economics/2009/11/05/imf-economists-us-mortgage-lenders-who-lobbied-hardest-made-riskiest-loans/">made riskier loans</a>, were more prominent in communities that ended up with higher delinquency rates and had stock prices that fared worse than others in the industry.&#8221;</p>
<p>A bill in Congress that would impose new IRS reporting requirements on foreign financial institutions has <a href="http://www.cq.com/document/display.do?docid=3241749&#038;sourcetype=6">drawn the ire</a> of the New Democrats and the banking industry.</p>

<p>18-year-old Nicholas Hausch <a href="http://www.google.com/hostednews/ap/article/ALeqM5iyOq7mhNW2WjpPOWuAd607cd0xxgD9BPKHTO2">pleaded guilty to his role in the hate-motivated murder</a> of Ecuadorian immigrant Marcelo Lucero and agreed to testify in the upcoming trials against his six other friends.</p>

<p>VOA reports that &#8220;an aide to ousted Honduran President Manuel Zelaya says <a href="http://www.voanews.com/english/2009-11-06-voa5.cfm">a deal designed to end the country&#8217;s political crisis has failed</a>, after interim leader Roberto Micheletti announced the formation of a new cabinet.&#8221;</p>
<p>The Palestinian president, Mahmoud Abbas, &#8220;warned on Thursday that he would <a href="http://www.nytimes.com/2009/11/06/world/middleeast/06mideast.html">not seek re-election</a>, the latest sign that the Obama administration’s drive to broker a Middle East peace accord, one of President Obama’s key foreign policy goals, has fallen into disarray.&#8221;

<p>House Democratic leaders worked furiously on Thursday to &#8220;secure the final votes for weekend <a href="http://www.nytimes.com/2009/11/06/health/policy/06health.html?_r=1&#038;emc=tnt&#038;tntemail0=y">approval of a sweeping health care overhaul</a>.&#8221; While they don&#8217;t have 218 votes yet, Democrats are confident they will pass the measure sometime this weekend.</p>
<p>The Washington Post observes that &#8220;the legislation&#8217;s prospects <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/05/AR2009110505441_pf.html">got a boost with key endorsements</a> Thursday from AARP, the American Medical Association and the American Cancer Society.&#8221; </p>
<p>&#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5gUl1iHQIMT1d00Muw20ril-wzt9gD9BPOVE80">Hawaii would be allowed to opt out</a> of key requirements of national health care reform legislation, the only state given such a privilege because it already has its own comprehensive health insurance law,&#8221; the AP observes. </p>

<p>The Washington Post reports that <a href="http://voices.washingtonpost.com/capitol-briefing/2009/11/boxer_climate_bill_markup_will.html">despite a GOP boycott</a> of the markup process, the Senate Environment and Public Works Committee is <a href="http://voices.washingtonpost.com/capitol-briefing/2009/11/senate_democrats_ready_to_pass.html?hpid=moreheadlines">prepared to pass a climate</a> bill without amendments when the committee convenes today. </p>
<p>Yesterday, legislators in <a href="http://www.nytimes.com/2009/11/05/us/05water.html?partner=rss&#038;emc=rss">California passed a series of bills</a> that &#8220;would vastly overhaul the state’s troubled water system.&#8221; The historic water package, which Gov. Schwarzenegger pledged to sign, was &#8220;prompted by a protracted drought — which has reduced water supply, harmed the fishing industry and contributed to crop loss.&#8221;</p>
<p>Following more than 70 public hearings, South Korea, &#8220;the OECD&#8217;s fastest-growing carbon polluter,&#8221; announced that it would set its &#8220;carbon emission reduction targets for 2020 on November 17 at between unchanged from and <a href="http://www.reuters.com/article/environmentNews/idUSTRE5A40DL20091105?feedType=RSS&#038;feedName=environmentNews">4 percent below 2005 levels</a>.&#8221;

<p>&#8220;House Democratic leaders struggled Wednesday to strike a deal that would restrict the use of federal money to pay for abortions under sweeping health care legislation headed for debate on the House floor this week,&#8221; the New York Times reports. &#8220;But the <a href="http://bit.ly/1aEBQS">proposed compromise satisfied neither supporters nor opponents</a> of abortion rights.&#8221;</p>
<p>Blue Dog Democrats <a href="http://bit.ly/2Zpt8a">face a dilemma this Saturday</a> as the House prepares to vote for the health bill: &#8220;Should they oppose legislation they believe is flawed, or move the bill out of the House in the hopes of it changing in conference?&#8221;</p>
<p>The Congressional Budget Office estimates that the House plan to prevent cuts to doctors&#8217; Medicare reimbursement rates <a href="http://bit.ly/4zqCEf">would cost $210 billion over 10 years</a>.

<p>After weathering weeks of Republican objections, the Senate <a href="http://www.nytimes.com/2009/11/05/us/politics/05benefits.html">finally passed a bill</a> extending unemployment benefits yesterday, by a 98-0 vote. &#8220;The measure will <a href="http://www.nytimes.com/2009/11/05/us/politics/05benefits.html">increase to 99 weeks</a>, or nearly two years, the maximum length of time that a jobless worker can get benefits in some states,&#8221; the New York Times notes.</p>
<p>&#8220;After spending more than a year in suspended animation, the commercial real estate industry is expected to hit bottom in 2010 <a href="http://www.latimes.com/business/la-fi-commre-outlook5-2009nov05,0,974015.story">with a wrenching thud</a>,&#8221; which is <a href="http://www.mcclatchydc.com/227/story/78351.html">going to spell trouble</a> for a lot of small lenders and community banks.</p>
<p>Brad Delong writes that, while it <a href="http://www.project-syndicate.org/commentary/delong95/English">wasn&#8217;t pretty</a>, government intervention saved the country from a depression.</p>

<p>Republican candidate for Texas governor, Debra Medina, is the first candidate in the 2010 race with <a href="http://www.statesman.com/blogs/content/shared-gen/blogs/austin/politics/entries/2009/11/04/gop_gov_hopeful_debra_medina_t.html?cxntfid=blogs_postcards">Spanish-language TV ads</a> in which she claims she is &#8220;alguien como ustedes&#8221; &#8212; “someone like you.”</p>
<p>Two Guatemalan parents of US citizens with no criminal history who have lived and worked in the US since 1992 are <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/11/03/ED4V1AEIIP.DTL">about to be deported</a> after spending $30,000 on legal proceedings in the absence of much-needed immigration reform.</p>

<p>In a profile of Secretary of State Clinton, Joe Klein reports that &#8220;<a href="http://www.time.com/time/printout/0,8816,1934843,00.html">the Palestinians are weak and divided</a>. The Israelis have been difficult, as always: whenever Mitchell raises East Jerusalem in talks with the Israeli Foreign Minister, the Israeli stands up and walks out of the room.&#8221;</p>
<p>The New York Times reports that Abdullah Abdullah, &#8220;<a href="http://www.nytimes.com/2009/11/05/world/asia/05abdullah.html?ref=world">the erstwhile rival to President Hamid Karzai</a> in the presidential election’s second round, held a news conference on Wednesday in which he denounced Mr. Karzai’s newly anointed administration as illegal and said that the government would be unable to cope with the problems facing Afghanistan, including security and corruption.&#8221;</p>

<p>Sen. Sheldon Whitehouse (D-RI) rebuked the Republican boycott of the Clean Energy Jobs and American Power Act markup, saying, &#8220;we are very close to a completely accurate estimate. People might say, ‘Why not wait?’ Because as soon as you amend it, you change it again. <p>Democrats filed their Manager&#8217;s Amendment to the House health care bill last night, suggesting that vote &#8220;<a href="http://thehill.com/blogs/blog-briefing-room/news/66229-final-house-health-bill-filed-vote-as-early-as-friday-am">will not be held until Friday evening at the earliest</a>.&#8221;</p>
<p>The Washington Post reports that &#8220;moderate lawmakers are <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/03/AR2009110303801.html?hpid=topnews">exerting their outsize influence in the divided Senate</a> to secure changes to health-care reform legislation, potentially adding more delays to a bill that has already missed several announced deadlines.&#8221; </p>
<p>&#8220;Sen. Tom Harkin (D-IA) said Tuesday he was <a href="http://blogs.desmoinesregister.com/dmr/index.php/2009/11/04/harkin-asks-big-health-insurers-to-explain-their-rate-practices/">launching an investigation into health insurance pricing</a>, asking four major insurers to justify their pricing practices.&#8221; &#8220;Harkin sent detailed requests to the four private companies — Aetna, Humana, Wellpoint and UnitedHealth Group — asking them to explain how they set premium rates and to explain the factors used in determining such charges.&#8221;

<p>Buried in the unemployment insurance extension that both the House and Senate will likely pass this week is a tax change that, according to the National Bureau of Economic Research, will &#8220;prove to be a <a href="http://www.businessweek.com/blogs/money_politics/archives/2009/11/homebuilders_po.html">$34 billion financial windfall</a> for corporate America.&#8221;</p>
<p>Rep. George Miller (D-CA) introduced legislation yesterday &#8220;directing employers to pay for up to <a href="http://online.wsj.com/article/SB125728341627425347.html">five days&#8217; sick leave</a> for workers they send home because they have contracted the H1N1 virus.&#8221; </p>
<p>The House Financial Services Committee, &#8220;under pressure from the White House, voted Tuesday to <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/03/AR2009110303795.html">exempt small public companies</a> from part of a federal law designed to prevent financial fraud, despite objections from regulators and key Democratic leaders.&#8221;

<p>VOA reports that &#8220;senior U.S. diplomats are <a href="http://www.voanews.com/english/2009-11-04-voa7.cfm">meeting with detained Burmese opposition leader Aung San Suu Kyi</a> Wednesday, as the Obama administration pursues a new diplomatic approach towards the military-ruled nation.&#8221;</p>
<p>Reuters reports that &#8220;<a href="http://www.reuters.com/article/worldNews/idUSTRE5A31OW20091104">police clashed with supporters of Iran&#8217;s opposition leader Mirhossein Mousavi</a> in Tehran on Wednesday when a rally marking the 30th anniversary of the storming of the U.S. embassy turned violent.&#8221;</p>

<p>Latino leaders have started a campaign to make sure <a href="http://www.nytimes.com/2009/11/04/health/policy/04immig.html">legal immigrants don&#8217;t get cut out of the health care bill</a> by eliminating proposed waiting periods and canceling the existing five-year wait for Medicare and Medicaid programs.</p>

<p>TPMDC&#8217;s Brian Buetler is reporting that Sen. Kent Conrad (D-ND) says &#8220;he will vote <a href="http://theplumline.whorunsgov.com/health-care/conrad-i-will-vote-to-bring-health-care-bill-to-floor-and-my-colleagues-should-do-same/">to bring the bill with a public option and an opt-out to the floor</a> — getting the bill past a key procedural vote — and suggested his colleagues should do the same.&#8221;</p>
<p>The Wall Street Journal observes that the &#8220;House health-care bill presents more problems for drug makers than legislation in the Senate, but it <a href="http://online.wsj.com/article/SB125685873503217267.html">gives the medical-device industry better breaks</a>.&#8221;</p>

<p>The House unveils its health care reform legislation today. Speaker Nancy Pelosi (D-CA) &#8220;wants to have the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/29/AR2009102900187.html">legislation on the floor next week</a>, with a final vote before Veterans Day, Nov. 11.&#8221;</p>
<p>In an effort to satisfy moderate Democrats, the House bill includes a public option that uses negotiated reimbursement rates. But asked whether more members of the Blue Dog Coalition will vote for the plan now that leaders will include negotiated rates, &#8220;Utah Rep. Jim Matheson, a spokesman for the group, said, “I don’t know. &#8230; It’s an important issue. <a href="http://www.politico.com/news/stories/1009/28863_Page2.html">But it’s not the only issue. It has never been the only issue</a>.&#8221;</p>
<p>Meanwhile, the GOP is <a href="http://thehill.com/homenews/senate/65323-goptells-businesses-to-speak-up">trying to generate business opposition</a> to health care reform. </p>

<p>A group of New Mexico Latinos who were fired by the widely publicized hotel owner who wanted them to Anglicize their names <a href="http://content.usatoday.com/communities/hotelcheckin/post/2009/10/620000649/1">may take their case to court</a>.</p>
<p>Ten New Haven residents fighting deportation are <a href="http://www.courant.com/news/connecticut/hc-icelawsuit1029.artoct29,0,313028.story">suing their supervisors and senior immigration officials</a>, alleging that their civil rights were violated when ICE agents stormed into their homes without cause, consent or search warrants.</p>
<p>San Francisco <a href="http://www.mercurynews.com/news/ci_13664345">Mayor Gavin Newsom has vetoed a measure</a> that supervisors passed Tuesday that would prevent local police from turning over minors to immigration officials until they are found guilty of the alleged crime.</p>

<p>According to a new report by Pew Charitable Trusts, &#8220;none of the credit cards offered online by the 12 largest U.S. banks <a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=aBdT3b1X2YaI">would meet requirements</a> of new federal curbs on the industry’s rates and fees.&#8221; All of the companies employed practices considered “<a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=aBdT3b1X2YaI">unfair or deceptive</a>” by the Federal Reserve.</p>
<p>Bloomberg reports that &#8220;U.S. carriers including Delta Air Lines Inc. will have a <a href="http://www.bloomberg.com/apps/news?pid=20601103&#038;sid=aCke89dDAcbU">harder time blocking</a> union organizing campaigns under a change planned by a federal labor board.&#8221;

<p>BBC reports that Iraqi authorities have &#8220;<a href="http://news.bbc.co.uk/2/hi/in_depth/8331488.stm">arrested more than 60 security force members</a>, including 11 senior officers over Sunday&#8217;s twin suicide bombing in the capital Baghdad.&#8221;</p>
<p>AP reports that &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5gH6zTk0ZvJGljIu7bpEh3P2uECEwD9BKN2CG0">Afghanistan will open more voting centers</a> in next week&#8217;s presidential runoff than in the fraud-tainted first-round vote&#8230;rejecting U.N. recommendations that they cut sites to prevent cheating.&#8221;

<p><a href='http://www.sltrib.com/news/ci_13661586'>Western Republicans</a> claim Interior Secretary Ken Salazar is &#8220;trying to skirt congressional authority by issuing an administrative order on climate change.&#8221;</p>
<p>&#8220;An international team of environmental scientists has shown that <a href='http://www.sciencedaily.com/releases/2009/10/091028192617.htm'>sea-level rise</a>, at least in North Carolina, is accelerating. Researchers found 20th-century sea-level rise to be three times higher than the rate of sea-level rise during the last 500 years.&#8221;</p>

<p>A USA TODAY review of reports from 33 states and Puerto Rico shows that economic stimulus package is having a &#8220;<a href="http://www.usatoday.com/news/nation/2009-10-27-jobs_N.htm">significant impact on the economy</a>,&#8221; creating or saving 388,000 jobs this year in those states.</p>
<p>JP Morgan Chase CEO Jamie Dimon yesterday <a href="http://www.cnbc.com/id/33494582">endorsed efforts</a> to create a resolution authority for unwinding complex financial firms. “We think <a href="http://www.cnbc.com/id/33494582">everyone should be able to fail</a> &#8212; being able to fail is a good thing &#8212; but you don’t want a failure that ruins America,&#8221; Dimon said.</p>
<p>The Federal Reserve Bank of New York said yesterday &#8220;<a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/27/AR2009102703963.html">that it had no choice</a> but to instruct [AIG] last November to reimburse the full amount of what it owed to big banks on derivatives contracts,&#8221; which Bloomberg News estimates <a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=a7T5HaOgYHpE">cost taxpayers $13 billion</a>. </p>

<p>Iran analyst Meir Javedanfar wishes Iranian President Mahmoud Ahmadinejad a happy 53rd birthday, warning him &#8220;<a href="http://www.guardian.co.uk/commentisfree/2009/oct/27/mahmoud-ahmadinejad-birthday-iran">the people of Iran are the country&#8217;s most powerful asset.</a> Ignoring and abusing them has been perilous before, and could be again.&#8221;</p>

<p>Rep. Luis Gutierrez (D-IL) told NPR&#8217;s Jennifer Ludden that <a href="http://www.npr.org/templates/story/story.php?storyId=114199526">immigration reform can not wait</a> and has a &#8220;window of February and March.&#8221;</p>

<p>In light of Sen. Joe Lieberman&#8217;s (I-CT) refusal to vote for a national opt-out public option, Sen. Tom Carper (D-DE) &#8220;is floating an alternative that would make a national public insurance option available initially <a href="http://online.wsj.com/article/BT-CO-20091027-720549.html">only in states where private insurance is deemed unaffordable</a>. Other states would eventually be able to opt into the public option under the Carper proposal.&#8221;</p>

<p>After a Mexican immigrant told the media that Dallas police had cited her for being a &#8220;non-English-speaking driver,&#8221; it turned out that <a href="http://www.latimes.com/news/nationworld/nation/la-na-dallas27-2009oct27,0,3949548.story">39 drivers have been wrongfully ticketed</a> in Dallas for not speaking English.</p>
<p>Labor groups are calling on the Obama administration to <a href="http://www.google.com/hostednews/ap/article/ALeqM5hzfpubpxar7efzAGfYx8i1Lvc7NwD9BJ9RSO1">establish an agreement between the Labor Department and immigration authorities</a> with rules for cooperation and an understanding that labor law enforcement would not be trumped by immigration enforcement.</p>
<p>Dennis Burke, U.S. attorney for Arizona, has been <a href="http://azcapitoltimes.com/blog/2009/10/26/burke-to-head-up-immigration-subcommittee/">named the chairman of the Border and Immigration Law Enforcement Subcommittee</a> and will advise U.S. Attorney General Eric Holder.

<p>Spurred by the <a href='http://www.drudgereportarchives.com/data/2009/10/26/20091026_230442.htm'>Drudge Report</a>, right-wing bloggers are enflamed that Sir Nicholas Stern praised &#8220;a <a href='http://www.timesonline.co.uk/tol/news/environment/article6891362.ece'>vegetarian diet</a>,&#8221; crying about the &#8220;<a href='http://corner.nationalreview.com/post/?q=ZmZjN2Q5NzUxMDQ2NmM2ZTc2MDRjZGNiYTZkNDQ5MWQ='>millennial cult</a>&#8221; of global warming and warning vegetarianism will lead to a &#8220;<a href='http://www.qando.net/?p=5470'>world government</a>.&#8221;</p>
<p>The American Energy Alliance, part of the GOP-oil Institute for Energy Research, is <a href='http://www.eenews.net/eenewspm/print/2009/10/26/3'>running a Halloween-themed ad</a> attacking Sen. Lindsey Graham (R-SC) for his &#8220;scary&#8221; &#8220;support for a new <a href='http://www.youtube.com/watch?v=CuViGAGgt-g'>national energy tax</a> called cap and trade.&#8221; </p>
<p>&#8220;Activities such as <a href='http://www.sciencedaily.com/releases/2009/10/091026152944.htm'>home weatherization</a>, routine vehicle maintenance and opting for the clothesline instead of the dryer could cut total U.S. carbon emissions by 5 percent over just five years and 7.4 percent in 10 years.&#8221; </p>

Chris Dodd (D-CT) proposed <a href="http://www.nytimes.com/2009/10/27/business/economy/27card.html?ref=us">freezing all credit card rates</a> until new credit card regulations take effect in February. Dodd &#8220;said his bill was necessary because banks were raising rates &#8216;<a href="http://www.nytimes.com/2009/10/27/business/economy/27card.html?ref=us">to squeeze customers</a>&#8216;.&#8221;</p>

<p>The Washington Times reports that &#8220;Turkish Prime Minister Recep Tayyip Erdogan began a high-level visit to Iran on Monday with <a href="http://washingtontimes.com/news/2009/oct/27/erdogan-hits-west-over-iran-nuke-pressure/">criticism of Western pressure on Iran</a> over its nuclear program and promises to double trade with the Islamic republic by 2011.&#8221;</p>
<p>According to the Voice of America, &#8220;<a href="http://www.voanews.com/english/2009-10-27-voa5.cfm">an al-Qaida-linked group in Iraq</a> has claimed responsibility for Sunday&#8217;s devastating car bombings in Baghdad that killed at least 155 people and wounded more than 500 others. The militant group named the Islamic State in Iraq announced it was behind the twin suicide bombings in a statement posted on a militant Web site.&#8221;</p>

In a news conference Mr Abdullah said that Azizullah Lodin, the chairman of the Independent Election Commission (IEC), had &#8216;no credibility&#8217;. The IEC commissioners were appointed by incumbent President Hamid Karzai.&#8221;</p>

<p>According to a <a href='http://www.aceee.org/press/e097pr.htm'>new report</a> from the American Council for an Energy-Efficient Economy (ACEEE), &#8220;<a href='http://online.wsj.com/article/SB125616727379000149.html'>states are backing big energy-efficiency programs</a>, spurred by the belief that they could hold down heating and electricity bills, as well as cut greenhouse-gas emissions.&#8221;</p>

<p>The Hill is predicting that health insurance <a href="http://thehill.com/business-a-lobbying/64215-lobbyists-expect-to-rake-in-cash">reform will be a winner for D.C. lobbyists</a> and keep their business booming for the foreseeable future. &#8220;Good God, think about the business that would be generated by this thing,&#8221; said one lobbyist.</p>
<p>Congressional Democrats moved yesterday to <a href="http://www.reuters.com/article/domesticNews/idUSTRE59L0JJ20091022">repeal the anti-trust exemptions</a> for health insurers. &#8220;It&#8217;s a different universe today than it was in 1945, and this exemption is antiquated, out-of-date, and doesn&#8217;t belong,&#8221; said Sen. Charles Schumer (D-NY).</p>
<p>According to a joint report by the World Health Organization, United Nations and World Bank, while &#8220;global efforts to immunize children against life-threatening diseases set a record high last year&#8221; they still &#8220;<a href="http://www.reuters.com/article/healthNews/idUSTRE59K3AA20091022">failed to protect millions of youngsters in the world&#8217;s poorest countries</a>.&#8221;</p>

<p>US News &#038; World Report claims that there is &#8220;<a href="http://www.usnews.com/blogs/god-and-country/2009/10/21/growing-common-ground-between-liberals-and-conservatives-on-immigration-.html">growing common ground</a>&#8221; between liberals and religious conservatives on the issue of immigration.</p>
<p>An immigrant who believes a US company kept him in forced servitude and an American who is angry the company hired foreign workers are <a href="http://www.google.com/hostednews/ap/article/ALeqM5igtxJQho4NDybHngD7T-pxIpVZswD9BFJH801">&#8220;surprising allies&#8221; in a lawsuit</a> that claims that the H2-B nonagricultural guest worker program hurts immigrant and US workers alike.</p>

<p>In the last five months, the 22 biggest TARP recipients have <a href="http://money.cnn.com/2009/10/20/smallbusiness/small_business_lending_obama/index.htm?postversion=2009102019">cut their small business lending by $8 billion</a>, and &#8220;as unemployment nears 10%, lawmakers are worried about the <a href="http://money.cnn.com/2009/10/20/smallbusiness/small_business_lending_obama/index.htm?postversion=2009102019">ripple effects of the credit clampdown</a>.&#8221;</p>

<p>San Francisco supervisors voted to <a href="http://www.google.com/hostednews/ap/article/ALeqM5hBAZxbgrsr-ggNKY1ljXOv1vDZGAD9BFELFG1">overturn an existing ordinance</a> and require local police to turn over juvenile undocumented immigrants to immigration authorities only after they are convicted of a felony crime, instead of at the time of their arrest.</p>
<p>Latino activists are &#8220;proud that CNN talks about issues important to them&#8221; in its &#8220;Latino in America&#8221; documentary, but &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5hvq91GSyufXGSfA7rtaEfuDWo0bgD9BF28FO0">disappointed the network isn&#8217;t addressing Dobbs&#8217;</a> [immigration] position head-on.&#8221;</p>
<p>The Washington Independent points out that after an Arizona judge ordered Sheriff Joe Arpaio to stop charging prisoners for transport associated with obtaining abortion services, <a href="http://washingtonindependent.com/64578/sheriff-joe-arpaio-likely-to-appeal-abortion-ruling">Arpaio&#8217;s lawyer erroneously claimed</a> that there is a &#8220;federal law that prevents us from extending credit to an illegal alien.&#8221;</p>

<p>President Obama &#8220;spoke by phone with his Chinese counterpart Hu Jintao on Wednesday with the leaders voicing <a href="http://www.google.com/hostednews/afp/article/ALeqM5g_ea00vFbEYPkQjLcSq8vbJmLTwA">hope for progress at December climate change talks</a>, China&#8217;s state media reported.&#8221;</p>
<p>&#8220;With the clock running out and deep differences unresolved, it now appears that there is little chance that international climate change negotiations in Copenhagen in December <a href="http://www.nytimes.com/2009/10/21/science/earth/21treaty.html?em">will produce a comprehensive and binding new treaty on global warming</a>,&#8221; the New York Times reports. </p>
<p>A study released yesterday &#8220;suggested that the forests of the Pacific Northwest <a href="http://www.latimes.com/news/nationworld/nation/la-na-trees-warming20-2009oct20,0,2783735.story">could see a substantial gain in productivity</a>&#8221; from climate change. &#8220;The bulk of the gains from climate change will be seen at higher elevations &#8212; above 3,000 feet &#8212; and in forests east of the Cascade Mountains.&#8221; &#8220;Lower-elevation forests, where most of the commercial timber is harvested, could see reduced growth as a result of drier conditions.&#8221;</p>

However, ex-Foreign Minister Abdullah Abdullah said he would not accept an election organized on the same terms as the August presidential vote and was preparing a list of conditions for election organizers. &#8221;</p>
<p>The New York Times reports &#8220;<a href="http://www.nytimes.com/2009/10/22/world/europe/22biden.html">Vice President Joseph R. Biden Jr. moved to repair a rift with Eastern Europe</a> on Wednesday by announcing an agreement to station interceptors from President Obama’s reformulated missile defense system on the territory of this NATO ally.&#8221;</p>
<p>Al Jazeera reports &#8220;<a href="http://english.aljazeera.net/news/europe/2009/10/20091021112539304206.html">The UN&#8217;s atomic watchdog</a> says Iran has agreed to consider a deal on its nuclear program, which could see it ship out most of its enriched uranium to Russia.&#8221;</p>

<p>Across the nation, &#8220;an <a href='http://www.nytimes.com/2009/10/20/science/earth/20trash.html'>antigarbage strategy</a>&#8221; known as &#8220;<a href='http://www.epa.gov/waste/rcc/web-academy/2009/sep09.htm'>zero waste</a>&#8221; is &#8220;moving from the fringes to the mainstream, taking hold in school cafeterias, national parks, restaurants, stadiums and corporations.&#8221;

<p>The Houston Chronicle reports that &#8220;one in five suspected illegal immigrants who went through an Immigration and Customs Enforcement intensive monitoring program <a href="http://www.chron.com/disp/story.mpl/metropolitan/6675443.html">absconded while under supervision during the past five years</a>.&#8221;</p>
<p>A Mexican human rights official who admits he fears for his life after claiming that he has evidence of at least 170 cases of Mexican army human rights violations is being <a href="http://www.google.com/hostednews/ap/article/ALeqM5g6S5edKvvoAXFLGLPtcSqsxccMJwD9BED8IG1">detained by U.S. immigration authorities as an asylum-seeker</a>, even though he doesn&#8217;t want American protection.</p>

<p>Sen. Chris Dodd (D-CT) and five other Democratic Senators have introduced a bill to <a href="http://www.reuters.com/article/ousivMolt/idUSTRE59I3US20091019">curtail bank overdraft fees</a>. Reuters reports that, under the bill, &#8220;banks could not slap overdraft fees on cash-machine and debit-card transactions unless customers <a href="http://www.reuters.com/article/ousivMolt/idUSTRE59I3US20091019">have specifically opted in</a> to an overdraft protection program.&#8221;</p>
<p>Even as they received $350 billion in government funds, large banks &#8220;were <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/19/AR2009101903546.html?hpid=topnews">boosting the perks and benefits</a> they pay their chief executives&#8221; last year. Firms increased benefits &#8212; which included use of corporate jets, chauffeur services and personal security &#8212; <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/19/AR2009101903546.html?hpid=topnews">by 4 percent</a>. </p>
<p>Barry Ritholz points to a study finding that &#8220;securitized mortgages were <a href="http://www.ritholtz.com/blog/2009/10/securitized-loans-are-5x-more-likely-to-be-delinquent/">five times as likely to be delinquent</a> as mortgages that were not resold to securitizers.&#8221;

<p>JTA reports &#8220;<a href="http://jta.org/news/article/2009/10/20/1008595/pentagon-man-arrested-on-israel-spy-attempt-charge">U.S. authorities arrested a Defense Department official</a> who allegedly agreed to spy for Israel. Stewart David Nozette, 52, of Maryland, allegedly told an FBI agent claiming to be an Israeli agent that he had access to U.S. satellite information and had once held top security clearances.&#8221;</p>
<p>CNN reports &#8220;<a href="http://edition.cnn.com/2009/WORLD/asiapcf/10/20/pakistan.university.explosion/">two back-to-back suicide bombings</a> killed at least two and wounded 13 others at a university in Islamabad Tuesday&#8230;The explosion occurred at the International Islamic University in the Pakistani capital, said police official Bin Yamin.&#8221;</p>

<p>Poll Watch: &#8220;The number of <a href="http://www.nytimes.com/aponline/2009/10/20/us/politics/AP-US-Health-Care-Poll.html">Americans worried about losing their current health care coverage</a> keeps rising,&#8221; while the <a href="http://voices.washingtonpost.com/behind-the-numbers/2009/10/balancing_the_governments_role.html?wprss=behind-the-numbers">number of Americans who support a public option is growing</a>. </p>

Lewis into <a href="http://online.wsj.com/article/SB125564137421788337.html?mod=WSJ_hps_LEADNewsCollection">giving back about $1 million he received</a> so far this year and forgoing the rest of his $1.5 million salary for 2009,&#8221; reports the Wall Street Journal.</p>
<p>Federal prosecutors yesterday announced charges &#8220;against 41 lenders, lawyers and others in the real estate industry who they said used fraud to obtain <a href="http://www.nytimes.com/2009/10/16/nyregion/16fraud.html">more than $64 million in loans</a> connected to more than 100 residential properties in New York State.&#8221;

<p>The Harvard Undergraduate Legal Committee has <a href="http://www.boston.com/news/local/massachusetts/articles/2009/10/16/harvard_group_cancels_invitation_to_anti_immigration_speaker/">canceled Minuteman leader Jim Gilchrist&#8217;s invitation</a> to speak at its forum on immigration, citing that his participation is &#8220;not compatible with providing an environment for civil, educational, and productive discourse on immigration.&#8221;

<p>AFP reports that President Barack Obama&#8217;s national security advisor Jim Jones <a href="http://www.google.com/hostednews/afp/article/ALeqM5jDY9ccEqUYROJe5GA7dPV6oIOk9g">has made a new call</a> to revive talks on setting up a Palestinian state alongside Israel. &#8220;The time has come to relaunch negotiations without preconditions to reach a final status agreement on two states,&#8221; he said.</p>

<p>The Senate Finance Committee is expected to pass its health care reform bill at 2 p.m. today. The Senate Finance Committee reports that &#8220;few, if any, Republicans expected to support the bill,&#8221; and &#8220;Democrats have already begun <a href="http://bit.ly/qAMUk">their own internal negotiations aimed at reconciling the various measures</a> passed by House and Senate committees.&#8221;</p>
<p>&#8220;After releasing a bruising analysis of the Senate Finance bill,&#8221; AHIP President and CEO &#8220;Karen Ignagni <a href="http://www.politico.com/livepulse/1009/AHIP_chief_dodges_question_of_support.html">dodged a question about whether the industry supports the bill in its current form</a>. &#8220;The challenges … can be addressed,&#8221; Ignagni said in a conference call with reporters.</p>
<p>Sen. Mike Enzi (R-WY) is accusing &#8220;the Democratic HELP staff of <a href="http://www.tnr.com/blog/the-treatment/enzi-dems-changed-the-help-bill-without-gop-consent-0">substantially altering the HELP bill</a> as the plan was translated into its final legislative text, which was sent to the Senate floor last month.&#8221;</p>

<p>As the Miami Herald is reporting, leading members of the tourism industry are among those who have joined the &#8220;powerful campaign to allow <a href="http://www.miamiherald.com/news/americas/story/1279295.html">all Americans to travel to Cuba</a>.&#8221;</p>
<p>Advocates of immigration reform from ten cities across the U.S. are <a href="http://www.allheadlinenews.com/articles/7016676010?Immigration%20Reform%20Advocates%20Rally%20At%20U.S.%20Capitol">converging on Washington today</a>. Rep. Luis Gutierrez (D-IL) argued for the urgency of reform, saying, &#8220;The longer we wait, the more every single piece of legislation we debate will be obstructed by our failure to pass comprehensive reform.&#8221;</p>
<p>Notorious Arizona Sheriff Joe Arpaio continued his media tour yesterday on FOXNews, declaring his intention to continue enforcing immigration law even though he was <a href="http://www.foxnews.com/politics/2009/10/12/arizona-sheriff-vows-continue-immigration-sweeps-despite-federal-downgrade/">stripped of his federal enforcement powers</a>. &#8220;Nothing will change,&#8221; Arpaio said. &#8220;I&#8217;m not going to be deterred by any bully.&#8221;</p>

<p>USA Today reports that &#8220;public school teachers are <a href="http://www.usatoday.com/money/economy/2009-10-12-stimulus-jobs_N.htm">expected to be the big winners</a> when states around the U.S. reveal for the first time how many jobs were created or saved during the first months of President Obama&#8217;s $787 billion stimulus plan.&#8221;</p>

Their deployment has received little mention by officials at the Pentagon and the White House, who have spoken more publicly about the combat troops who have been sent to Afghanistan.&#8221;</p>
<p>Reuters reports &#8220;<a href="http://www.reuters.com/article/homepageCrisis/idUSSP446209._CH_.2400">Pakistani aircraft bombed militants</a> in the South Waziristan region on the Afghan border as government forces prepare for a ground offensive against the militant hub.&#8221;</p>
<p>Ynet reports Israeli opposition Chairwoman Tzipi Livni &#8220;<a href="http://www.ynetnews.com/articles/0,7340,L-3789004,00.html">accused Prime Minister Benjamin Netanyahu</a> of being responsible for the uproar created by the United Nations report  into the Israeli operation in Gaza. She hinted that Israel  was the one who revealed that the Palestinians had deferred  a Human Rights Council vote on the report, because the prime minister &#8216;had to boast of his performance.&#8217;&#8221; </p>

<p>Reuters reports that &#8220;<a href="http://www.reuters.com/article/vcCandidateFeed1/idUSISL517864">Pakistan&#8217;s foreign minister urged parliament</a> to look with an open mind at a U.S. aid bill which the powerful military has voiced concern about.&#8221;</p>
<p>AP reports that &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5hvWEqwq3CrRvaQCmt21MfoYhjZJQD9B7GV0G0">U.S. forces have withdrawn from an isolated base</a> in eastern Afghanistan that insurgents attacked last week in one of the deadliest battles of the war for U.S. troops, the NATO-led coalition said Friday. The pullout from the Kamdesh outpost near the Pakistani border is likely to embolden insurgent fighters in the region.&#8221;</p>

<p>Yesterday, the <a href="http://www.google.com/hostednews/ap/article/ALeqM5g2OitBlPbE4gXeZpOx8bWqRs65zwD9B77UUO0">National Association of Evangelicals urged Congress</a> to approve a resolution passed unanimously by the group&#8217;s board of directors recommending that immigration laws provide a path to citizenship for undocumented immigrants.</p>
<p>New York City Mayor <a href="http://www.theepochtimes.com/n2/content/view/23608/">Michael Bloomberg presented a plan to</a> &#8220;maximize economic contributions of immigrants, help immigrant children achieve, integrate immigrants into neighborhoods and civic life, and protect immigrants from exploitation.&#8221;

<p>The <a href="http://www.reuters.com/article/ousivMolt/idUSTRE5973DZ20091008">stocks of large health insurers sunk</a> yesterday after the Congressional Budget Office released their analysis of the Senate Finance Committee&#8217;s health plan. &#8220;The fear is that the bill will actually get through, and that increases the risk to the insurers,&#8221; said Avik Roy, an health care analyst with a private equity research firm.</p>
<p>According to a new report by the Commonwealth Fund released yesterday, &#8220;the quality of health care Americans receive <a href="http://www.reuters.com/article/healthNews/idUSTRE5970P620091008">depends largely on where they live</a>, with insurance coverage, access to preventive medicine and disease treatment varying widely from state to state.&#8221;</p>
<p>This week the Consumer Union, the nonpartisan, nonprofit organization which publishes Consumer Reports unveiled the <a href="http://video.consumerreports.org/services/player/bcpid25840123001?bclid=16601921001&#038;bctid=42649537001">first television advertisement</a> in their 72-year history: the historic 30-second spot features Consumers Union President and Chief Executive Officer James A. <p>Responding to the <a href="http://wonkroom.thinkprogress.org/2009/10/07/cbo-new-baucus/">CBO&#8217;s analysis of the Senate Finance Committee&#8217;s health care bill</a>, Chairman Max Baucus (D-MT) said the report was quite promising&#8221; and &#8220;<a href="http://www.politico.com/livepulse/1009/Baucus_calls_the_score_quite_promising.html">good news</a>.&#8221; Majority leader Harry Reid (D-NV) said &#8220;we&#8217;ll work with the White House and the chairmen of the HELP and Finance Committees to <a href="http://www.salon.com/politics/war_room/index.html">craft a bill that can garner 60 votes</a>.&#8221;</p>
<p>Former Senate Majority Leaders Bob Dole and Tom Daschle &#8220;issued a joint statement today in which they said <a href="http://prescriptions.blogs.nytimes.com/2009/10/07/dole-daschle-endorse-a-health-care-overhaul/ ">they supported the Democrats’ attempt to overhaul the health-care system</a>. “The American people have waited decades, and if this moment passes us by, it may be decades more before there is another opportunity,” the two former leaders said in a joint statement. </p>
<p>Yesterday, Dole also admitted that Senate Minority Leader Mitch McConnell (R-KY) &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5g2YBQtSwpT3JnnShrvIQoQhzypMgD9B6JP601">asked him not to publicly support health care reform</a>.&#8221;

<p>A <a href="http://www.publicintegrity.org/articles/entry/1711">new analysis</a> from the Center for Public Integrity found that in the past year, &#8220;10 of the 16 members of the House subcommittee on defense appropriations <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/07/AR2009100704099.html">obtained 30 earmarks</a> in the bill worth $103 million for contractors currently or recently employing former staffers who have become lobbyists.&#8221;</p>
<p>Yesterday, senior Obama administration officials outlined a shift in their war strategy that would mean &#8220;<a href="http://www.nytimes.com/2009/10/08/world/asia/08prexy.html?hp">emphasizing the campaign against Al Qaeda in Pakistan</a> while arguing that the Taliban in Afghanistan do not pose a direct threat to the United States.&#8221;</p>
<p>The Pentagon announced that it is &#8220;creating a military task force to oversee a planned overhaul of the troubled detention operations&#8221; in Afghanistan. The planned overhaul is intended to &#8220;<a href="http://www.nytimes.com/2009/10/08/world/asia/08detain.html?hpw">combat Al Qaeda’s growing influence and presence</a> in Afghanistan’s prisons.&#8221;</p>

<p>Reps. Ron Paul (R-TX) and Alan Grayson (D-FL) are asking the Senate &#8220;to <a href="http://thehill.com/blogs/blog-briefing-room/news/62117-paul-grayson-want-senate-to-delay-bernanke-confirmation">delay confirming Ben Bernanke</a> as Fed chairman for a second term,&#8221; until Congress is provided with a variety of documents pertaining to the Fed&#8217;s activities.</p>
<p>34 banks <a href="http://www.usatoday.com/money/industries/banking/2009-10-07-banks-tarp-dividends_N.htm?loc=interstitialskip">did not pay their quarterly dividends</a> to the Treasury in August, up from 19 banks that didn&#8217;t pay last quarter. The funds are due as part of the government&#8217;s investment under the Troubled Asset Relief Program (TARP), although Treasury says that it &#8220;<a href="http://www.usatoday.com/money/industries/banking/2009-10-07-banks-tarp-dividends_N.htm?loc=interstitialskip">cannot force an institution to pay</a>.&#8221;</p>
<p>Former President Bill Clinton told the World Business Forum yesterday that the Bush administration <a href="http://blogs.wsj.com/economics/2009/10/07/clinton-bush-administration-should-have-rescued-lehman/">should have rescued Lehman Brothers</a> last September. “<a href="http://blogs.wsj.com/economics/2009/10/07/clinton-bush-administration-should-have-rescued-lehman/">I feel more strongly now it was wrong</a>&#8221; to let Lehman fail, he said.</p>

<p>Now that Arizona&#8217;s Maricopa County Board of Supervisors <a href="http://www.azstarnet.com/metro/312375">ratified an agreement with US Immigration and Customs Enforcement</a> (ICE) last night to allow Sheriff Joe Arpaio to check the immigration status on people booked into jail, the agreement just awaits the signature of ICE head John Morton.</p>
<p>A new report from the conservative-leaning Manhattan Institute points out that &#8220;<a href="http://www.mysanantonio.com/news/local_news/63726482.html">the biggest obstacle to immigrant assimilation is legal status</a>, or the lack thereof.&#8221;</p>
<p>Mighel Perez writes that by refusing to halt immigration raids during the 2010 census collection,  &#8220;the Obama administration clearly <a href="http://www.postchronicle.com/commentary/article_212260569.shtml">has failed to live up to the expectations of many of the Latino voters</a> who sent them to the White House.&#8221;</p>

<p>After the Environmental Working Group found that &#8220;<a href='http://online.wsj.com/article/BT-CO-20091007-713510.html'>climate change will cost farmers</a> far more in lower yields and greater expense to protect their crops than the climate bill,&#8221; Sen.
