<p>The Senate will vote on Saturday on a motion to proceed with the health care reform bill. Senate Majority Leader Harry Reid (D-NV) doesn&#8217;t have the 60 votes necessary to overcome a filibuster but <a href="http://dyn.politico.com/printstory.cfm?uuid=0F34BCE0-18FE-70B2-A829E007AAEFD5DD">remains &#8216;cautiously&#8217; optimistic</a> that hold outs Sens. Mary Landrieu (D-LA) and Blanche Lincoln (D-AK) will vote for the motion by 8pm.</p>
<p>Yesterday, the House &#8220;<a href="http://thehill.com/homenews/house/68695-house-passes-medicare-doc-fix-243-183">overwhelmingly approved a physician repayment bill</a> to permanently fix the way doctors who cover Medicare patients are reimbursed.  Only one Republican member [Rep. Michael Burgess (R-TX)] voted with Democrats for the bill that was approved 243-183.&#8221;</p>
<p>&#8220;Chances of business supporting the Obama administration&#8217;s health overhaul are <a href="http://online.wsj.com/article/SB125868184657756813.html?mod=WSJ_hps_MIDDLESixthNews">fading fast</a>, after Senate Majority Leader Harry Reid&#8217;s bill took a liberal turn,&#8221; the Wall Street Journal is reporting. </p>

<p>Senate Majority Leader Harry Reid (D-NV) is <a href=" http://www.rollcall.com/issues/55_57/roadmap/40666-1.html">expecting the CBO score for the merged Senate bill today</a>, and is likely to brief the Democratic Caucus on the details of the bill tomorrow. The Senate could vote to begin debate on Sunday. </p>
<p>TNR&#8217;s Suzy Khimm is reporting that &#8220;the Senate leadership has basically decided to <a href="http://www.tnr.com/blog/the-treatment/more-the-middle-class-less-the-poor">give more help to middle-class families</a> on the higher of the subsidy spectrum, whose incomes are 300 to 400% above the poverty line.&#8221;</p>
<p>A new poll conducted by the Associated Press found that &#8220;when it comes to paying for health overhaul, Americans see just one way to go: <a href="http://www.nytimes.com/aponline/2009/11/17/us/politics/AP-US-AP-Poll-Health-Taxes.html?_r=1">Tax the rich</a>.&#8221; &#8220;Participants sour on other ways of paying for the health overhaul that is being considered in Congress, including taxing insurers on high-value coverage packages derided by President Barack Obama and Democrats as &#8216;Cadillac plans.&#8217;&#8221;</p>

<p>A Salvadoran immigrant is suing the sheriff&#8217;s office in Frederick County, Maryland claiming that she was <a href="http://www.cnn.com/2009/CRIME/11/11/immigrant.lawsuit/">unconstitutionally interrogated about her immigration status</a> by deputies who had no probable cause and then detained for five weeks without charges.</p>

<p>Sen. Harry Reid (D-NV) &#8220;is <a href="http://www.google.com/hostednews/ap/article/ALeqM5jlMpJGn28kqCcgU-aGcYE_ZHW-ywD9BTML5O0">considering a plan for higher payroll taxes on the upper-income earners</a> to help finance health care legislation he intends to introduce in the Senate in the next several days, numerous Democratic officials said Wednesday.&#8221;</p>
<p>Inside Health Policy is reporting that some are considering a &#8220;compromise that would <a href="http://www.politico.com/livepulse/1109/Reid_considering_tax_on_rich__Hoyer_plans_to_keep_House_in_session_until_Dec_22___EJ_Dionne_on_Stupa.html">tie adoption of health information technology</a> &#8212; a key White House project &#8212; to liability protections.&#8221; The compromise &#8220;encourages electronic health records and does not include such controversial measures as capping non-economic damages or limiting lawyer fees.&#8221;</p>

<p>&#8220;The battle of the airwaves has already <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/09/AR2009110903452_2.html?sid=ST2009110903455">seen more than $150 million spent this year on television ads</a> related to the health-care debate, according to the Campaign Media Analysis Group. &#8220;As of Friday, about $63 million had been spent on ads favoring Democrats&#8217; reform plans and $52 million on ads opposed, according to the analysis group.&#8221;</p>

<p>Some House Republicans are upset that GOP leadership chose not to use a procedural motion during this weekend&#8217;s health care vote to <a href="http://www.rollcall.com/issues/55_55/news/40490-1.html">force a decision on barring undocumented immigrants from buying insurance</a> &#8212; a vote they believe would&#8217;ve killed the bill.</p>

<p>In an effort to court right-wing voters, Florida&#8217;s U.S. Senate candidate, Marco Rubio, has <a href="http://www.miamiherald.com/news/politics/AP/story/1325602.html">adopted a hard-line immigration position</a> and is opposed to any path to legalization for undocumented immigrants.</p>

<p>A paper by three International Monetary Fund economists shows that &#8220;mortgage lenders who lobbied Congress more intensively earlier this decade <a href="http://blogs.wsj.com/economics/2009/11/05/imf-economists-us-mortgage-lenders-who-lobbied-hardest-made-riskiest-loans/">made riskier loans</a>, were more prominent in communities that ended up with higher delinquency rates and had stock prices that fared worse than others in the industry.&#8221;</p>

<p>The Palestinian president, Mahmoud Abbas, &#8220;warned on Thursday that he would <a href="http://www.nytimes.com/2009/11/06/world/middleeast/06mideast.html">not seek re-election</a>, the latest sign that the Obama administration’s drive to broker a Middle East peace accord, one of President Obama’s key foreign policy goals, has fallen into disarray.&#8221;

<p>The Washington Post observes that &#8220;the legislation&#8217;s prospects <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/05/AR2009110505441_pf.html">got a boost with key endorsements</a> Thursday from AARP, the American Medical Association and the American Cancer Society.&#8221; </p>
<p>&#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5gUl1iHQIMT1d00Muw20ril-wzt9gD9BPOVE80">Hawaii would be allowed to opt out</a> of key requirements of national health care reform legislation, the only state given such a privilege because it already has its own comprehensive health insurance law,&#8221; the AP observes. </p>

<p>Yesterday, legislators in <a href="http://www.nytimes.com/2009/11/05/us/05water.html?partner=rss&#038;emc=rss">California passed a series of bills</a> that &#8220;would vastly overhaul the state’s troubled water system.&#8221; The historic water package, which Gov. Schwarzenegger pledged to sign, was &#8220;prompted by a protracted drought — which has reduced water supply, harmed the fishing industry and contributed to crop loss.&#8221;</p>
<p>Following more than 70 public hearings, South Korea, &#8220;the OECD&#8217;s fastest-growing carbon polluter,&#8221; announced that it would set its &#8220;carbon emission reduction targets for 2020 on November 17 at between unchanged from and <a href="http://www.reuters.com/article/environmentNews/idUSTRE5A40DL20091105?feedType=RSS&#038;feedName=environmentNews">4 percent below 2005 levels</a>.&#8221;

<p>&#8220;House Democratic leaders struggled Wednesday to strike a deal that would restrict the use of federal money to pay for abortions under sweeping health care legislation headed for debate on the House floor this week,&#8221; the New York Times reports. &#8220;But the <a href="http://bit.ly/1aEBQS">proposed compromise satisfied neither supporters nor opponents</a> of abortion rights.&#8221;</p>
<p>Blue Dog Democrats <a href="http://bit.ly/2Zpt8a">face a dilemma this Saturday</a> as the House prepares to vote for the health bill: &#8220;Should they oppose legislation they believe is flawed, or move the bill out of the House in the hopes of it changing in conference?&#8221;</p>
<p>The Congressional Budget Office estimates that the House plan to prevent cuts to doctors&#8217; Medicare reimbursement rates <a href="http://bit.ly/4zqCEf">would cost $210 billion over 10 years</a>.

<p>After weathering weeks of Republican objections, the Senate <a href="http://www.nytimes.com/2009/11/05/us/politics/05benefits.html">finally passed a bill</a> extending unemployment benefits yesterday, by a 98-0 vote. &#8220;The measure will <a href="http://www.nytimes.com/2009/11/05/us/politics/05benefits.html">increase to 99 weeks</a>, or nearly two years, the maximum length of time that a jobless worker can get benefits in some states,&#8221; the New York Times notes.</p>
<p>&#8220;After spending more than a year in suspended animation, the commercial real estate industry is expected to hit bottom in 2010 <a href="http://www.latimes.com/business/la-fi-commre-outlook5-2009nov05,0,974015.story">with a wrenching thud</a>,&#8221; which is <a href="http://www.mcclatchydc.com/227/story/78351.html">going to spell trouble</a> for a lot of small lenders and community banks.</p>

<p>Two Guatemalan parents of US citizens with no criminal history who have lived and worked in the US since 1992 are <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/11/03/ED4V1AEIIP.DTL">about to be deported</a> after spending $30,000 on legal proceedings in the absence of much-needed immigration reform.</p>

<p>In a profile of Secretary of State Clinton, Joe Klein reports that &#8220;<a href="http://www.time.com/time/printout/0,8816,1934843,00.html">the Palestinians are weak and divided</a>. The Israelis have been difficult, as always: whenever Mitchell raises East Jerusalem in talks with the Israeli Foreign Minister, the Israeli stands up and walks out of the room.&#8221;</p>
<p>The New York Times reports that Abdullah Abdullah, &#8220;<a href="http://www.nytimes.com/2009/11/05/world/asia/05abdullah.html?ref=world">the erstwhile rival to President Hamid Karzai</a> in the presidential election’s second round, held a news conference on Wednesday in which he denounced Mr. Karzai’s newly anointed administration as illegal and said that the government would be unable to cope with the problems facing Afghanistan, including security and corruption.&#8221;</p>

<p>The Washington Post reports that &#8220;moderate lawmakers are <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/03/AR2009110303801.html?hpid=topnews">exerting their outsize influence in the divided Senate</a> to secure changes to health-care reform legislation, potentially adding more delays to a bill that has already missed several announced deadlines.&#8221; </p>

<p>Rep. George Miller (D-CA) introduced legislation yesterday &#8220;directing employers to pay for up to <a href="http://online.wsj.com/article/SB125728341627425347.html">five days&#8217; sick leave</a> for workers they send home because they have contracted the H1N1 virus.&#8221; </p>
<p>The House Financial Services Committee, &#8220;under pressure from the White House, voted Tuesday to <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/03/AR2009110303795.html">exempt small public companies</a> from part of a federal law designed to prevent financial fraud, despite objections from regulators and key Democratic leaders.&#8221;

<p>A South Carolina poultry plant raided by immigration agents last year has <a href="http://www.google.com/hostednews/ap/article/ALeqM5ggS3ZUYR-mZSes6PJKLftCJ389MgD9BOAAU83">avoided trial</a> by agreeing to pay $1.5 million, change its hiring practices, and adopt E-verify &#8212; a controversial web-based employment verification system.</p>
<p>Immigration and Customs Enforcement appears to be sticking to its promise of focusing more on dangerous immigrants: <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/03/AR2009110303392.html">45% of immigrants arrested in 2009 had criminal convictions</a>, up from 23% last year. </p>

<p>During testimony on his <a href='http://www.fb.org/index.php?fuseaction=newsroom.newsfocus&#038;year=2009&#038;file=nr1029.html'>opposition</a> to the Clean Energy Jobs Act, American Farm Bureau chief Bob Stallman contested the findings of the Intergovernmental Panel on Climate Change, saying &#8220;Congress should at least hold hearings to consider the scientists and <a href='http://www.farmpolicy.com/?p=1543'>climatologists who disagree</a> with the IPCC data and analysis.&#8221;</p>

<p>The Washington Post reports &#8220;<a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/29/AR2009102904734.html?wprss=rss_world">Russia and the United States</a> are scrambling to address disagreements over a new nuclear arms reduction treaty with a little more than a month left until the existing agreement between the Cold War adversaries expires.&#8221;</p>
<p>Reporting from Iraq, Nir Rosen writes &#8220;<a href="http://www.bostonreview.net/BR34.6/rosen.php">Sectarianism rules</a>, if less explicitly violently than it once did. The new government is among the most corrupt in the world. It is beginning to resemble its Baa’thist predecessor in its authoritarianism and brutality. <p>Following an almost 15 year battle, the Obama administration has recommended political asylum for Rody Alvarado Peña, &#8220;a Guatemalan woman <a href="http://www.nytimes.com/2009/10/30/us/30asylum.html">fleeing horrific abuse</a> by her husband, the strongest signal yet that the administration is open to a variety of asylum claims from foreign women facing domestic abuse.&#8221;</p>
<p>&#8220;Arizona lawmakers are renewing a push to <a href="http://feetin2worlds.wordpress.com/2009/10/28/after-arpaio-is-stripped-of-immigration-powers-conservatives-counter-with-a-new-anti-immigrant-bill/">grant local police the ability to detain and question suspected undocumented immigrants</a>.&#8221; The legislation would make it a crime to &#8220;trespass on the territory of the state&#8221; and allow local police to arrest anyone who cannot provide documentation of their citizenship.</p>

<p>Sen. Harry Reid (D-NV) in a new Web video posted Thursday, &#8220;makes the case for a public health insurance option and appeals to voters across the country to contact Washington <a href="http://www.huffingtonpost.com/2009/10/29/reid-calls-on-americans-c_n_339054.html">to &#8220;push hard&#8221; for its inclusion in the final bill</a>.&#8221;</p>
<p>TPMDC&#8217;s Brian Buetler is reporting that Sen. Kent Conrad (D-ND) says &#8220;he will vote <a href="http://theplumline.whorunsgov.com/health-care/conrad-i-will-vote-to-bring-health-care-bill-to-floor-and-my-colleagues-should-do-same/">to bring the bill with a public option and an opt-out to the floor</a> — getting the bill past a key procedural vote — and suggested his colleagues should do the same.&#8221;</p>
<p>The Wall Street Journal observes that the &#8220;House health-care bill presents more problems for drug makers than legislation in the Senate, but it <a href="http://online.wsj.com/article/SB125685873503217267.html">gives the medical-device industry better breaks</a>.&#8221;</p>

<p>The House unveils its health care reform legislation today. Speaker Nancy Pelosi (D-CA) &#8220;wants to have the <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/29/AR2009102900187.html">legislation on the floor next week</a>, with a final vote before Veterans Day, Nov. 11.&#8221;</p>
<p>In an effort to satisfy moderate Democrats, the House bill includes a public option that uses negotiated reimbursement rates. But asked whether more members of the Blue Dog Coalition will vote for the plan now that leaders will include negotiated rates, &#8220;Utah Rep. Jim Matheson, a spokesman for the group, said, “I don’t know. &#8230; It’s an important issue. <a href="http://www.politico.com/news/stories/1009/28863_Page2.html">But it’s not the only issue. It has never been the only issue</a>.&#8221;</p>
<p>Meanwhile, the GOP is <a href="http://thehill.com/homenews/senate/65323-goptells-businesses-to-speak-up">trying to generate business opposition</a> to health care reform. </p>

<p>A group of New Mexico Latinos who were fired by the widely publicized hotel owner who wanted them to Anglicize their names <a href="http://content.usatoday.com/communities/hotelcheckin/post/2009/10/620000649/1">may take their case to court</a>.</p>
<p>Ten New Haven residents fighting deportation are <a href="http://www.courant.com/news/connecticut/hc-icelawsuit1029.artoct29,0,313028.story">suing their supervisors and senior immigration officials</a>, alleging that their civil rights were violated when ICE agents stormed into their homes without cause, consent or search warrants.</p>
<p>San Francisco <a href="http://www.mercurynews.com/news/ci_13664345">Mayor Gavin Newsom has vetoed a measure</a> that supervisors passed Tuesday that would prevent local police from turning over minors to immigration officials until they are found guilty of the alleged crime.</p>

<p>According to a new report by Pew Charitable Trusts, &#8220;none of the credit cards offered online by the 12 largest U.S. banks <a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=aBdT3b1X2YaI">would meet requirements</a> of new federal curbs on the industry’s rates and fees.&#8221; All of the companies employed practices considered “<a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=aBdT3b1X2YaI">unfair or deceptive</a>” by the Federal Reserve.</p>
<p>Bloomberg reports that &#8220;U.S. carriers including Delta Air Lines Inc. will have a <a href="http://www.bloomberg.com/apps/news?pid=20601103&#038;sid=aCke89dDAcbU">harder time blocking</a> union organizing campaigns under a change planned by a federal labor board.&#8221;

<p>BBC reports that Iraqi authorities have &#8220;<a href="http://news.bbc.co.uk/2/hi/in_depth/8331488.stm">arrested more than 60 security force members</a>, including 11 senior officers over Sunday&#8217;s twin suicide bombing in the capital Baghdad.&#8221;</p>
<p>AP reports that &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5gH6zTk0ZvJGljIu7bpEh3P2uECEwD9BKN2CG0">Afghanistan will open more voting centers</a> in next week&#8217;s presidential runoff than in the fraud-tainted first-round vote&#8230;rejecting U.N. recommendations that they cut sites to prevent cheating.&#8221;

<p><a href='http://www.sltrib.com/news/ci_13661586'>Western Republicans</a> claim Interior Secretary Ken Salazar is &#8220;trying to skirt congressional authority by issuing an administrative order on climate change.&#8221;</p>
<p>&#8220;An international team of environmental scientists has shown that <a href='http://www.sciencedaily.com/releases/2009/10/091028192617.htm'>sea-level rise</a>, at least in North Carolina, is accelerating. Researchers found 20th-century sea-level rise to be three times higher than the rate of sea-level rise during the last 500 years.&#8221;</p>

<p>A USA TODAY review of reports from 33 states and Puerto Rico shows that economic stimulus package is having a &#8220;<a href="http://www.usatoday.com/news/nation/2009-10-27-jobs_N.htm">significant impact on the economy</a>,&#8221; creating or saving 388,000 jobs this year in those states.</p>
<p>JP Morgan Chase CEO Jamie Dimon yesterday <a href="http://www.cnbc.com/id/33494582">endorsed efforts</a> to create a resolution authority for unwinding complex financial firms. “We think <a href="http://www.cnbc.com/id/33494582">everyone should be able to fail</a> &#8212; being able to fail is a good thing &#8212; but you don’t want a failure that ruins America,&#8221; Dimon said.</p>
<p>The Federal Reserve Bank of New York said yesterday &#8220;<a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/10/27/AR2009102703963.html">that it had no choice</a> but to instruct [AIG] last November to reimburse the full amount of what it owed to big banks on derivatives contracts,&#8221; which Bloomberg News estimates <a href="http://www.bloomberg.com/apps/news?pid=newsarchive&#038;sid=a7T5HaOgYHpE">cost taxpayers $13 billion</a>. </p>

<p>Iran analyst Meir Javedanfar wishes Iranian President Mahmoud Ahmadinejad a happy 53rd birthday, warning him &#8220;<a href="http://www.guardian.co.uk/commentisfree/2009/oct/27/mahmoud-ahmadinejad-birthday-iran">the people of Iran are the country&#8217;s most powerful asset.</a> Ignoring and abusing them has been perilous before, and could be again.&#8221;</p>

Other states would eventually be able to opt into the public option under the Carper proposal.&#8221;</p>

<p>Labor groups are calling on the Obama administration to <a href="http://www.google.com/hostednews/ap/article/ALeqM5hzfpubpxar7efzAGfYx8i1Lvc7NwD9BJ9RSO1">establish an agreement between the Labor Department and immigration authorities</a> with rules for cooperation and an understanding that labor law enforcement would not be trumped by immigration enforcement.</p>

<p>The American Energy Alliance, part of the GOP-oil Institute for Energy Research, is <a href='http://www.eenews.net/eenewspm/print/2009/10/26/3'>running a Halloween-themed ad</a> attacking Sen. Lindsey Graham (R-SC) for his &#8220;scary&#8221; &#8220;support for a new <a href='http://www.youtube.com/watch?v=CuViGAGgt-g'>national energy tax</a> called cap and trade.&#8221; </p>
<p>&#8220;Activities such as <a href='http://www.sciencedaily.com/releases/2009/10/091026152944.htm'>home weatherization</a>, routine vehicle maintenance and opting for the clothesline instead of the dryer could cut total U.S. carbon emissions by 5 percent over just five years and 7.4 percent in 10 years.&#8221; </p>

<p>Yesterday, Sen. Chris Dodd (D-CT) proposed <a href="http://www.nytimes.com/2009/10/27/business/economy/27card.html?ref=us">freezing all credit card rates</a> until new credit card regulations take effect in February. Dodd &#8220;said his bill was necessary because banks were raising rates &#8216;<a href="http://www.nytimes.com/2009/10/27/business/economy/27card.html?ref=us">to squeeze customers</a>&#8216;.&#8221;</p>
<p>In a letter to the Securities and Exchange Commission, Goldman Sachs defended &#8220;dark pools, short-selling, high-frequency trading and other market practices that have been <a href="http://www.bloomberg.com/apps/news?pid=20601087&#038;sid=ax4InQgscKws">criticized by lawmakers</a>,&#8221; saying that they reduce consumer cost and increase competition.  </p>
<p>The New York Times examines how the recession is <a href="http://www.nytimes.com/2009/10/26/us/26runaway.html?bl">driving a surge in youth runaways</a>: &#8220;Teenagers living on their own in eight states told of a harrowing existence&#8230;after fleeing or being kicked out by families in financial crisis.&#8221;</p>

<p>Iran’s foreign minister, Manouchehr Mottaki said Monday &#8220;that Iran <a href="http://www.nytimes.com/2009/10/27/world/middleeast/27iran.html">could endorse a United Nations deal</a> for it to send uranium abroad for processing for peaceful uses, the first official indication that Tehran could respond positively to the agreement.&#8221;</p>
<p>The Washington Times reports that &#8220;Turkish Prime Minister Recep Tayyip Erdogan began a high-level visit to Iran on Monday with <a href="http://washingtontimes.com/news/2009/oct/27/erdogan-hits-west-over-iran-nuke-pressure/">criticism of Western pressure on Iran</a> over its nuclear program and promises to double trade with the Islamic republic by 2011.&#8221;</p>
<p>According to the Voice of America, &#8220;<a href="http://www.voanews.com/english/2009-10-27-voa5.cfm">an al-Qaida-linked group in Iraq</a> has claimed responsibility for Sunday&#8217;s devastating car bombings in Baghdad that killed at least 155 people and wounded more than 500 others. The militant group named the Islamic State in Iraq announced it was behind the twin suicide bombings in a statement posted on a militant Web site.&#8221;</p>

<p>CNN is reporting that Senate Majority Leader Harry Reid (D-NV) will decide today if the merged Senate bill <a href="http://politicalticker.blogs.cnn.com/2009/10/25/aide-reid-likely-to-include-public-option-in-senate-health-care-bill/">will include a public health insurance option</a>. &#8220;Reid is likely to make the move without having firm commitments of support from 60 senators.&#8221;</p>
<p>Senate leaders may submit the merged health bill &#8220;to the Congressional Budget Office for a cost estimate <a href="http://online.wsj.com/article/SB125651743537907253.html">as soon as Monday</a>, and make the legislation public as soon as Tuesday, according to a person familiar with the negotiations.&#8221; The legislation is likely to include a <a href="http://online.wsj.com/article/SB125651743537907253.html">&#8216;free-rider&#8217; requirement and an opt-out public option</a>. </p>
<p>Sens. Debbie Stabenow (D-MI) and Chris Dodd (D-CT) &#8220;are pushing Senate leaders and the White House to <a href="http://www.politico.com/news/stories/1009/28718.html">speed up key benefits in the health reform bill to 2010</a>.&#8221;

<p>The New York Times points out that rather than drawing in Latino viewers with CNN&#8217;s &#8220;Latino in America&#8221; special, the segment turned into a &#8220;<a href="http://www.nytimes.com/2009/10/24/business/media/24cnn.html?_r=1&#038;em">rallying cry for activist groups</a> who are calling on the cable news channel to fire Lou Dobbs.&#8221;</p>
<p>The Associated Press reports that US immigration agents have &#8220;<a href="http://www.google.com/hostednews/ap/article/ALeqM5jrKh9WBshmXcuNT28C0MyCIKNtvAD9BII8L80">blundered badly in their dealings with [drug cartel] informants and other sources</a>, covering up crimes and even interfering in a police investigation into whether one informant killed another.&#8221;</p>
<p>An Iranian woman who was abandoned by her Muslim family for converting to Christianity went missing and the law students <a href="http://www.latimes.com/news/local/la-me-asylum24-2009oct24,0,6616785.story?track=rss">who won her asylum case</a> are desperately trying to locate her and let her know that she will be able to stay in the US.

<p>Tomorrow, <a href='http://online.wsj.com/article/SB125651235218207017.html'>Senate hearings</a> on the <a href='http://www.reuters.com/article/environmentNews/idUSTRE59N0EV20091024'>Kerry-Boxer Clean Energy Jobs Act</a> begin with testimony from administration officials, and President Obama will make a &#8220;<a href='http://dyn.politico.com/printplaybook.cfm?uuid=90BC1008-18FE-70B2-A870BD68971367E3'>smart grid</a>&#8221; announcement &#8220;that will be the largest stimulus investment so far in clean energy.&#8221;</p>
<p>Steven Lawitts, New York City&#8217;s top environmental official, &#8220;called the <a href='http://www.reuters.com/article/environmentNews/idUSTRE59M5C320091023'>risk that drilling for natural gas</a> in the upstate region that supplies most of the city&#8217;s drinking water&#8221; &#8220;especially alarming,&#8221; and &#8220;suggested the state or the energy companies should foot the bill if they pollute the city&#8217;s water supply.&#8221;</p>

<p>Rep. Barney Frank (D-MA) said that he does not think a bill consolidating all of the banking regulators into one super-regulator, which is being crafted by Sen. <p>U.S. bank regulators have <a href="http://www.bloomberg.com/apps/news?pid=20601091&#038;sid=a464OcFDguyw">closed more than 100 banks</a> this year, &#8220;signaling the financial crisis hasn’t abated for lenders <a href="http://www.bloomberg.com/apps/news?pid=20601091&#038;sid=a464OcFDguyw">struggling with mounting losses</a> tied to commercial real estate.&#8221; This is the <a href="http://www.bloomberg.com/apps/news?pid=20601091&#038;sid=a464OcFDguyw">first time since 1992</a> that 100 banks have failed in a single year.</p>
<p>Bank of America&#8217;s push to repay its TARP funds &#8220;has been <a href="http://online.wsj.com/article/SB125631965105804277.html">snagged by a disagreement</a> over how much additional capital the bank must raise to satisfy regulators,&#8221; according to the Wall Street Journal.</p>

<p>BBC reports &#8220;<a href="http://news.bbc.co.uk/2/hi/south_asia/8325709.stm">Afghan presidential candidate Abdullah Abdullah</a> has demanded the chief of the country&#8217;s election commission be sacked ahead of a run-off poll next month. In a news conference Mr Abdullah said that Azizullah Lodin, the chairman of the Independent Election Commission (IEC), had &#8216;no credibility&#8217;. The IEC commissioners were appointed by incumbent President Hamid Karzai.&#8221;</p>
<p>Iranian Foreign Minister Manouchehr Mottaki said today &#8220;that his country may agree to ship <a href="http://www.jpost.com/servlet/Satellite?cid=1256150054404&#038;pagename=JPost%2FJPArticle%2FShowFull">just part of its stockpile</a> of low enriched uranium abroad for further enrichment, as per the Vienna talks&#8230;The comments by Mottaki were the first official indication that Teheran may at least partially agree to a UN-drafted plan to ship much of Iran&#8217;s uranium to Russia, where it would be further enriched into metal fuel rods.&#8221;</p>
<p>VOA reports &#8220;<a href="http://www.voanews.com/english/2009-10-26-voa10.cfm">the war crimes trial of Bosnian Serb wartime leader Radovan Karadzic</a> began Monday before the International Criminal Tribunal for the former Yugoslavia in the Hague, but without the defendant. Karadzic refused to attend the opening session, insisting he needs more time to prepare his defense.&#8221;</p>
