Once it has been formed as a group within by-laws, and then after individuals have been dismissed from that group, its productivity will not have been construed as having abbrogating religious or other freedoms, in any others, of similar regions. The citizens' lease-hold on America can thus, represent interlocking civil rights, and freedoms! In addition, beyond shifting definitions of communities, based upon regions with changing ethnographic compositions, progress itself will force bureaucracies to rise and fall again, with various integral, regional responsibilities!!
