With per capita emissions at 23 tonnes per person in the US and 4 tonnes per person in China (http://en.wikipedia.org/wiki/List_of_countries_by_greenhouse_gas_emissions_per_capita) A 60% cut by 2050 will still leave the US at 5 tonnes. So really to be equal to the US, China should be able to increase emissions by 25% not cut them by 50%. Or is the view that the west should always be able to pollute more than developing countries?
