Without yet-to-be-developed affordable and environmentally benign energy storage media, as well as affordable, self supporting wind energy generation technology itself, it makes no sense to spend another dime on wind energy. Germany, Australia, even the Netherlands have proven the technical, economic and environmental failure or wind energy technology, yet the "herd mentality" of Americans and our elected officials leads us to the cliff. It does nothing in terms of targeting the real polluters of our air, i.e., air travel and the auto industry. It actually allows current nuclear generating stations to sell their carbon offsets to existing coal power plants. Meanwhile, to do so, it offers little in terms of real improvements to controlling pollution emissions. This bill is totally toxic!
