		<description>The Congress has failed to accountably measure the impacts, both positive and negative, of using taxpayer dollars to stimulate or supplement deployment of intermittent electricity generation technologies.

Without yet-to-be-developed affordable and environmentally benign energy storage media, as well as affordable, self supporting wind energy generation technology itself, it makes no sense to spend another dime on wind energy.  Germany, Australia, even the Netherlands have proven the technical, economic and environmental failure or wind energy technology, yet the &quot;herd mentality&quot; of Americans and our elected officials leads us to the cliff.

It actually allows current nuclear generating stations to sell their carbon offsets to existing coal power plants. Meanwhile, to do so, it offers little in terms of real improvements to controlling pollution emissions.</description>
