Most advocacy groups (but especially those who feel like the status quo is the best outcome they can hope for) will happily spend time fighting over symbolic crap where very little is at stake. Gets your opponents to waste time and resources winning irrelevant battles. Unfortunately, seeing your favorite enemies spoiling for a fight is no guarantee that anything important is at stake.
