		<description>Financing of social programs should be the simplest task in the world.  About all that needs to be done is (a) set tax rates to what they were when Reagan left office (or, if that&#039;s not quite enough, to where they were after H.W. Bush&#039;s tax hike), and (b) reduce &quot;Defense&quot; spending to the dollar level it was when W. took office.  I&#039;ve not done the math, but off the cuff those two simple maneuvers should be worth close to a half-trillion PER YEAR! -- enough to pay for a lot of things AND keep the budget under control at the same time.</description>
