Those against this "Clean Energy and Security Act" ignore the technical arguments perhaps because they think their voters lack mental capacity to appreciate implications and don't want to put their political future at risk more than it may already by.
But, what if there were no changes, what would be the impact of eight more years of the same, on Global Warming?
Will the ocean yearly warming rate increase to half a degree?
Must we begin to address the water problems in Central Asia? Or, would we rather wait and see if they are dying of hunger or thirst?
Should we develop an Water Bomber Air Force for the Forest Services? Or, must we also wait and see if we have too many trees.
In short, must we wait until the last one accepts the reality of Global Warming, for us to grasp the seriousness of GW and do something about it?

To put it perspective, perhaps, we could compare the 8-year Global Warming effect if we do nothing or if we do as intended in this Security Act.
What if the prediction included the effects of Population Growth? Assuming our current population trends.
It may be of political value to get a recorded vote that displays the stand of all legislators.
Must we go thru all the trouble that we bring about from our failure to act.
All voters would need to know the recorded views of their Legislators It is a question of life or death, in our planet.
