Second, the enforcement mechanism within the requirement that citizens buy health insurance will keep people away from the health care system, which is forced to turn them in if they present for care.  

The flu is a potential reminder that the federal and state governments have not designed and implemented a credible public health system.  How it spreads will be the test.</description>
