The government needs to get on board with programs that encourage large employers to implement &lt;em&gt;voluntary&lt;/em&gt; Commuter Trip Reduction Programs - with special emphasis on telecommuting and compressed work weeks. Fewer trips = fewer emissions.  You do the math.....</description>
