		<description>It might help a lot to make it impossible to lose COBRA benefits for an inability to pay by the deadlines.  That way, if very sick people get to collections or bankruptcy, the payments can be structured back through COBRA to cap at the self-insurance rate, even if a single person was in a coma, etc.</description>
