George W. Bush did nothing to stop these practices.  Instead he encouraged people to self insure for the first $5,000 to $10,000 in annual health expenditures.  The problem?  Most people have no cash in their tax free health savings accounts and many employers contribute $0 to such accounts.

I&#039;m sure the Heritage Foundation wants more of Bush&#039;s &quot;private&quot;, &quot;free market&quot; solutions.  I&#039;m sure WellPoint Board member William H.T. Bush feels likewise.  He&#039;s also know to the President as &quot;Uncle Bucky&quot;.</description>
