		<description>Simply opening up the federal employees&#039; health insurance system to all U.S. residents and paying to enroll them if they want to switch from their current plan was the bold plan we were offered by Obama in the debates, but what&#039;s so audacious about it?  Why does it need legislation even?  It&#039;s an executive branch-run plan, subject to executive orders.</description>
