Actually, getting people to organize and participate in actions is one of the most effective ways to build political involvement. Also, Al Gore isn't claiming or aspiring to be the Gandhi of the clean energy movement, he is filling a much needed institutional role that he has been building on for years. Getting himself arrested would jeopardize all the progress he has achieved so far. The two are not mutually exclusive.
