Someone who is an expert has qualifications, degrees, job experience, research experience, and accomplishments that demonstrate that they are an expert.

Sorry Mrs. Pallin, 11,000 gallons of fuel doesn&#039;t come close to the catastrophe of 10.8 million gallons of crude oil.  It covered 11,000 square miles of ocean.
