The term 'Surge' has always been a reference to a series of things. The tactics pioneered by Col Sean McFarland, among others, were adopted more widely by Gen Petraeus, and the number of troops were increased to implement the counter-insurgency methods.

Bush's '<a href="http://www.whitehouse.gov/news/releases/2007/01/20070110-3.html" rel="nofollow">New Way Forward</a>' of January 2007 outlined a large (and to me, confusing) laundry list of changes. Maybe they add up to collaborative warfare.

Actually, I am baffled that General Patreus, often and incorrectly cited as the Army's foremost expert on combating insurgencies, would have suddenly 'discovered' collaborative warfare.

As an electronic warfare qualified tactical military intelligence officer, with experience in military police and civil affairs operations, I've been familiar with this process for more than thirty years. So has anyone and everyone else with experience at the division intelligence level, along with multitudes of combat arms officers, warrant officers, non-commissioned officer and enlisted personnel involved in the gathering, analysis and dissemination of intelligence on the battlefield.

The breathless, secretive claims by Bob Woodward with regard to this tactic are, frankly, rather silly.

Signal intercepts and human intelligence? That sounds like infiltration and intelligence gathering...what most people wanted after 9-11. That's the only thing that will work against a few thousand Islamic fundamentalists.

That is, if Bush didn't grow their numbers exponentially. Their cause was getting the U.S. to quit tampering in their neighborhood.

Get your ass out of town and make trouble somewhere else? It's known as whack-a-mole. Bet some of them end up in Afghanistan or Pakistan.

While DARPA spends kajllions on new ways to harm God's children, Bush floats kajillions to make banks and investment companies whole. The plan is to spend it all, leaving little to help cover 47 million without insurance.
