When Richardson proposed his Card, it was generally well received. I'm not familiar enough with the details of either proposal to know what (if anything) is different between McCain's and Richardson's card plans, but it deserves further investigation... especially when the GOP nominee is borrowing ideas from former Democratic candidates.
