Think of Iran as a rowdy teenager. In most cases, teenagers don't have access to weapons that could level a school building. Usually teenagers will be harassing other students ('talking a tough game') or flushing cherry bombs down the toilet (terrorist activity). With harassment, you'd probably have a sit-down with your parents and the guidance counselor (peace talks). Flushing a cherry bomb down the toilet would probably end up in suspension (embargoes). What sense would it make to throw the student in jail(go to war)?
