		<description>It is a bad idea to use a red column to represent budget &lt;strong&gt;savings&lt;/strong&gt;.  Better to have the cost gap, which is the upper part of the thermometer, in red.  Use gray for the savings.  You want to emphasize the unmet costs in McCain&#039;s plan, so use the red for that.</description>
