		<description>The administration has this fantasy about deregulation and they sell it like they do all their policy dreams, with dishonesty.  If the economy were doing well then they would be selling this plan as essential deregulation necessary to allow the economy to continue to grow.  Since the economy is in the toilet they sell the deregulation as essential to providing flexibility so the regulatory agencies to address the situation.

Paulson precedes his briefing on the proposals with a short statement about how regulation does not work.  That&#039;s his wink and nod to the banking and investment industries.  He&#039;s letting them know that they can zone out now because no matter what it sounds like, whatever bone it sounds like he is throwing to the Democrats, his entire plan revolves around deregulating their agencies to an unprecedented degree.</description>
